I've got a bicycle frame and a few other parts that I'd like to spray paint, but I live in an apartment (with no balcony even).  I am thinking to just go to one of the many nearby construction sites after hours with a tarp and my paint and go at it.  It will take about an hour to 90  minutes to get everything done.  Do you think the cops or somebody else will give me a hard time?  Does anybody have any better ideas of where to do this?   Thanks.

Aaron, maybe you can call up an artist studio and ask if you could bum around for a while to spray paint.

Conversely, you might try hitting up a place like Bike Sauce or Bike Pirates.  Those places let you do work on your bike there, so I imagine they might be cool letting you paint it too.

I know a few people at the Art School so I can see if they have a space I can use for this.  That's a great idea and I hadn't thought of that.

The bike places are less likely since the main concern is the back spray which get's on everything...they'd have to have a room set up for just spray painting.  But they may have space just out back which considering how filthy and run-down places are I'm sure it would be okay to paint there as long as there were no cars or bikes back there.  So it really could be any place with an unoccupied alley.  Nobody would notice the tiny white specs on the background of crumbling brick walls, garbage, and graffiti.

    Thanks Vivek!

I used to go to OCAD, and they have several ventilated spray booths on site specifically for that purpose. The studios are currently closed, but if you wait a couple of weeks for the start of the school year and approach the studio technicians, they may allow you to spray your frame (or, better yet, if you know any students at OCAD in either the Sculpture/Installation or Industrial Design programs who are willing to help you spray them). The reason it's not open to the public is due to insurance reasons, but it's worth asking. They're usually pretty approachable.

How did this go, Aaron? I am getting a new bike, and I might be tempted to paint it also.

I didn't do it...yet.  I've decided to sell that bike because getting a folding bike for my application (taking it to Japan) makes a lot more sense.  But I might still be painting yet another bike frame if I decide to get one to build up.
