It's a new bar/restaurant off of Washington right across Kung Fu. Went here to meet some friends for a drink and I'd say, they have a good variety of vodka drinks and bar food on the menu.
Parking is pretty tight, well it's Washington Ave.
If you've never been here, I think you should at least check it out.

I considered only giving 2 stars to V21, but decided to be generous since I went on their second day open. I think it has potential to improve, so I'm interested to try it again at a later date and see how they've changed.
My boyfriend and I had driven by the empty space for a couple months and had been curious about what type of place would be going in. With a great location right next to Kung Fu, we had high hopes. As soon as it opened, I was ready to give it a try. I looked at their menu online ahead of time and it looked interesting, but I couldn't really tell what type of place this would be. Wine bar? Cocktail lounge? Tapas? Gastropub? Turns out it's a strange hybrid of all of the aforementioned.
We went on a Friday night and I wasn't sure if we would need reservations, so I tried giving them a call. The phone number on the website didn't work and seemed to go to somebody's personal number, so we decided to take a risk and go anyway. Turns out not a lot of people know it's open, because it was practically empty inside.
The inside is actually really nice, and could be well suited for date nights, ladies nights, happy hours, or any small group of friends, really. They had sofas in a lounge area, high tables, and low tables. The outdoor seating also looked really nice, and I think it would be great for when the weather starts to warm up. You could definitely go for dinner and drinks and end up staying through the majority of the night. It makes the transition from restaurant to bar pretty smooth.
When it came time to order food, my boyfriend and I were a little confused. The prices seemed steep but the portions sounded small. We couldn't tell right away how the plates were sized, but the waitress informed us that it was tapas-style and everything was meant to be shared. Our original order included the charcuterie plate, steak kabob, and steak and arugula salad. Turns out they were out of steak (WHAT?!) and so we went with the scallops instead of the salad and got chicken kabobs instead of steak. With the place being so empty, I had to wonder- where did all the steak go?
The food turned out to be really great though, and with 3 plates between the two of us, it was the perfect amount. The scallops were tender but crispy on the outside and the corn relish gave it a nice kick. The kabobs were good, but I would have preferred them with steak (just sayin'). The charcuterie plate definitely stood out to us though and the quail made it very unique. I would order it again for sure, but would really have liked to try the steak and arugula salad. Hopefully next time they'll have it available.
Right before it was time to leave, a trip to the bathroom knocked a star off this review. Really, a bathroom attendant?! There were 3 tables full at this place on a Friday night (at dinner time) and they've got a bathroom attendant? Honestly, it's the first time I've seen one in Houston since I've lived here. It made me wonder what type of vibe they're really aiming for. Maybe they should have sent the bathroom attendant on a trip to Kroger to re-stock their steak supply, instead of sitting around waiting to hand somebody a clean paper towel.
With all of that being said, I thought that for it only being their second day open, the experience was pretty good. I'm really interested to give it another try later and see what, if any, changes they've made.
Attentive service that's goes the extra mile to make patrons feel welcomed. Great specials. Definitely will be returning.

V 21 is a pretty cool place, and is definitely worth a try. In addition to the vodka on tap (which is something out of my dreams), the food is pretty good, and the service is very quick. V 21 is the type of restaurant one likes to see succeed, and I get the feeling that as it works out the kinks of being a new restaurant, it will reach its potential. Definitely a good spot to start a night on Washington.

It was cool that they had ice cold Vodka on top, but that's about the only thing that seemed to wow me. I thought I would try this new place since it was across from Kung Fu Saloon's and maybe grab a bite. The drinks were okay, nothing special. I ordered the Mango dessert, which was good. The service was quick, but they had to since the restaurant/bar was pretty dead on a Wednesday night.
