When you step inside the Savoy, you'll notice that the space is intimate. It's narrow and long with high tables located on either side of the wall. There's more seating at the back near the bar. It's hard to imagine this place being a restaurant, because it looks more like an upscale bar. Actually it's looks like a mini version of the Drake.
The décor is lovely and befits the hipness of Queen West: the colour scheme is black and white with the patterned wall paper and the tables and bar are made of dark wood. It's dimly lit, safe for the small tea lights in glass vases along the wall and on the tables.
The night I visited the Savoy, the crowd is young, fashionable, and sexy; this had something to do with the Valentine's Day party my friends were DJing. They only host DJ parties here, and you'll have to create your own dance floor which is the spot found near the DJ booth, the bar and the corridor on your way to the restrooms downstairs.
They have a good selection of beers on tap like Sapporo, Harp, and Okanagan Pale Ale but Blanche de Chambly was the beauty that caught my eye. -

Recently under new management, Savoy has quickly become a hotspot for anyone who wants to have a good time in a laid back bar bar away from the maddening crowds of The Drake Hotel, just down the way.
Usually have great drink specials, the new chef does a helluva good job in the kitchen too.
EDIT: New management again (not a good sign), this review is now moot
