This place was pretty awesome. I would definitely recommend it (in fact, I already have). Unfortunately, I went with a French immersion course, so I don't know what you may or may not have to pay if you went on any day of the week. I think that you can get in to use the little viewing stations for free, but don't hold me to that.
To start, we got about an hour of a guy who worked there telling us about Canadian film and showing us a few things in French (my favorite: http://www.nfb.ca/film...). He was great about speaking French slowly and clearly, so I could follow what he was saying, and he made it pretty fun. I would assume that this part is not available to just anyone off the street, but instead to school groups. I saw evidence of a large group of children there, probably getting the same treatment we were.
After that, we went down to the viewing stations. The whole setup is pretty impressive; they have a robot that puts the movies in to play them for you, and the chairs have little speaker-arms next to your head so you don't have headphones but you still are not blasting the sound from the movie to everyone. From the viewing stations, you can surf through all of the movies in the index. Once you select one, the screen will show you the robot as it retrieves your movie and plays it for you. Then you watch the movie. I think you only get 80 minutes to do this, but as they all seem to be short films, you can actually watch several in that time.
