If you go there for no other reason go there for the view of Ottawa. Yes, the restaurant does revolve at a slow pace (you won't get sick but maybe just a bit weirded out when you can't find your table when you return from the bathroom because you landmarked it as being "near the Parliament buildings").
The view is really striking because Ottawa has a limitation on tall buildings (nothing taller than the Peace Tower and there's no restaurant up there) so this is your best panorama in Ottawa over a glass of wine and some really good salmon.
The servers seemed rather stressed while we were eating but it was a busy night and I believe the hotel (it's above the Marriott) was almost full that night so it had probably been a busy weekend. Overall I was really impressed with the entire evening.
Part of me expected the place to be cheesy or tacky given that it's "Ottawa's Only Revolving Restaurant" but I was pleasantly surprised. -

WOW! This place exceeded all my expectations!
It is the only revolving restaurant in Ottawa that is located on the 29th floor of Marriott Hotel. The views are not that great other than the views or the Parliament castles, but the atmosphere is very romantic. The wait staff is so polite, nice and friendly that it is going to blow your mind away. I was surprised to see that this place wasn't even on Yelp before me.
It is an expensive place, but it is well worth it, believe me. The chiefs there are very talanted! We ordered the WINTERLUDE TABLE D'HOTE and it was fantastic. They treat you with nice little surprises between the courses (i'm not even going to tell you what it is, you have to go and try).
The bottom line - if you are are in Ottawa downtown and can't decide on a place to eat dinner - this is it! -
