ACCESSORIES only!!
Adore the costume jewelry. Although, buyer's beware, as the quality is very poor. I've had to crazy glue quite a few items after only one wear.
Also, I didn't realize, there are no returns period!! Store credit is issued even when items are defective.
So you won't find me buying clothes from here. -

BEST:
Forever 21 is conveniently located along Market Street and Powell near the cable cars instead of inside the Westfield Mall. It gives this department store a much larger space of 3 full floors of clothing to your heart's intent.
The first floor is all clothes and sales items, 2nd floor is jackets and pants, scarves, and more clothes, 3rd floor is dresses and lingerie.
While I really don't prefer Forever 21 as my first choice in shopping for clothes, THIS Forever 21 in downtown SF has a pretty wide selection of clothes versus any other store that may not care certain items as oppose to online.
NOTE: Keep in mind, what they sell in every Forever 21 and online may be different. What one F21 store may have, another may not, and online may or may not have.
Forever 21 store policy is, if you bought through the store and return at the store within 21 days with receipt and tags on the item, then you get a store credit. NO cash or credit card refund. Also most sale items, accessories and jewelry are Final Sale. If you return an online item at the store, you get store credit.
In my personal opinion, I find it hard finding the clothes I want at Forever 21. Some of the clothes don't match in color, size, style, and are just plain weird. I get their marketing strategy though. You find one odd looking stripped shirt that fits you awkwardly but it's rather nice looking on you, but you think you can't wear it alone, so you then scramble to look for a jacket, when you do, you need to pair it off with a nice stylish pants, soon you will be spending additional on jewelry....and your bill is now well over $100!
Just hope when you bring it all home, you don't want to return it and have that nasty store credit!
I had a store credit for months, buying and exchanging, buying and exchanging because the clothes at Forever 21 are just not perfect!
WORST: LOCATION
It's front entrance causes traffic with other locals and those wanting to take the cable car.
Dressing rooms - just a curtain and no chairs (As with all Forever 21) Plus the dressing rooms are on the third floor. -

Easily one of my favorite forever 21's since the beginning of forever 21. You want to know why? Because BEFORE forever 21 started taking over Saks in random cities and being the biggest store at the mall, (old school) THIS forever21 reigned and shat over any other one I had ever seen. And because of this, I will forever love you because of that first feeling I got when I saw my first multiple-storied forever21.

To the females who work at this place:
- I know you're tired and maybe hate your job, but girrlllsss please don't treat me like you don't want me to be there or give me a stanky face. Learn how to pretend to want to give customer service.
- I highly doubt no one has ever asked you for leggings, so at least know where that outfit essential is located.
I shop at F21 because as a college student I can't afford $$$ compared to this $$ but this one needs to step it up. I work in the area so I come to this place at least 3 times a month and each time I get one worker who is not helpful or does not try to be helpful. So I get annoyed and walk out with nothing. The security guards are nicer than the employees, they at least smile.
I guess it's time to checkout the XXI at the other end of the block. -

As a single, straight guy have you ever walked into a Victoria's Secret and felt awkward and a perv even though you're with a female friend or relative? No?... Yeah, right! Don't lie! No? Well, imagine that feeling of awkwardness and divide it by 3 or 4 and you have Forever21 - a place that's 92% for girls.
Their tiny men's section is located on the 2nd floor. Single, straight ninja guy trick: hug the right wall when you come in, find the stairs and go straight up. Their semi-trendy clothes are 1/2 to 3/4 the price of similar stores with similar styles. Take that multiplier and apply it to the quality of the clothes as well. If you want inexpensive, trendy clothes that won't last long enough for that trend to go back into fashion then by all means shop here.
Guys, if you do buy something here remember that you bought it from 21Men. Not Forever21, that's for girls, you bought it from 21Men. Got it? Good! -

Three stories of Forever21 goodness... I love the selection of the clothes, but since the place is a tourist area, it gets really crowded and messy! Really annoying for locals like myself.

I love this store! Yes it's huge so it offers a ginormous selection of trendy clothes !!!
It's a bit time consuming if you shop like me(which means looking through practically every item in their store) but with SF's semi-chilly weather, it feels comfy to sift through all those racks in the store ;) -

Like fashionable cheap, poorly made, poor fitting clothes, jewelry, and shoes targeted to girls in their teens and 20s? This is the place to shop for you.
2-3 floors of crap that glitters like fool's gold.
Yes. I was fooled. A number of times. Their necklaces looked so pretty. Then I take them home, and they fall to pieces. Get irreparably tangled. The dresses NEVER fit me right. The skirts never stay on but twirl around my waist as I walk. Sleeves are too long, or the waist is too puffy. Shoes hurt like hell.
Avoid Forever 21 or XXI or whatever they're branding themselves as.
Bleh. -
Review from Nancy S.
Really big and can be overwhelming when you're in there. The first floor is always packed with incoming customers, with many in the way of the jewelry and accessories section.
The second floor is mainly men and causal wear for women. Third floor is more of clubbing attire. I barely go up the two levels because I feel like I find what I need on the first level.
This is my to go to store when I want something trendy for a night out or an event and will never wear again. -
Review from Clarissa Y.
Forever 21 is my favourite clothing store chain in America and since my emigration to the great land of Australia, it's been one of the places I miss the most. Seriously.... Oh goodness, have I fallen that deep in the consumerist culture of the United States?
Oh well, HATERS GONNA HATE.
Pros:
~ Like people before me have mentioned, this particular branch is HUGE and filled with different selections - all cheap and the majority of it fashionable.
~ Forever 21 has great value. I always come out of the store with a dent in my wallet, but huge bag fulls of clothes and still a bit regretful that I didn't bring more cash with me.
Cons:
~ Crowded! Being so central, there are always people in and out. The queue to the fitting room is absolutely ridiculous and be prepared to wait maybe 30 minutes for your turn.
~ The customer service could use a bit of work. The salespeople are a bit unfriendly and flustered. Maybe it's just the busy and hectic atmosphere that's getting to them, but they could do a lot better.
---
Overall, I am a huge fan of Forever 21 and this store is great if you can deal with the crowds. -
Review from Teresa L.
I've only been in this store a handful of times, 4 or 5 - and twice they left a sensor tag on something I bought. Not once, twice - so almost 50 % of the time.
Both times the "security" in the floppy polyester suit was anything but polite about it, the first time I walked out without anyone noticing and came back after setting off the alarm in another store, and Urkle got all Matlock with my receipt both times... it's not like he has the authority to do anything, like take the tag off - if I was stealing I probably would have kept walking instead of bringing the crap back.
It's shameful enough to get caught shopping at cougartown without being forced to show proof of it. Both times I've had to deal with 3 or 4 people before the sensor is gone, and none of them ever thought to say "sorry". -
Review from Julia W.
This location of Forever 21 is right in Union Square/downtown.
It is two floors (which most F21 locations are) and yet only 1 thing was worth enough to make the buy.
The clothing has seemed to go downhill the past few years where it at least used to be organized in 'color' or some sort of sense. Now it's just being tossed altogether in a big store and you have to try to make ends and pieces of it all. -
Review from Joss A.
Kk, I like forever 21, and I've been to numerous XXI's all over the country. A great chain store, but I must say this is one of the ones that I disliked.
It looks gorgeous and amazing from the outside. And it's great that it's huge. But I've been there twice, and both times it was freaking crowded, and so unorganized and messy inside! Something about the atmosphere made me really dislike it, and there were huuge lines for the change rooms.
Both times Ive been there, I kind of just browsed through the first and second floors, and then left. Going to avoid this store the next time I go to SF. -

I still don't understand why I go here....
If you enjoy crowded places with tourists than CONGRATSSSSSSSS....you've just found your perfect place.
I love Union Square, and I don't just like it because of the shops. It's just a nice area to walk in especially at this time of the year when the tree is up; however, I really should think twice about going in here.
For the locals:
Please, beware. You are a local, so you probably don't have a lot of patience when it comes to tourists. Let me give you a sample of what going to this Forever 21 is like:
(Someone is blocking my way)
Me: Excuse me......Excuse me.....SON OF A BITCH MOVE!
Them: (They don't even know I said anything because they are clueless/ too interested in the clothing.
Also, a lot of people don't realize that there are 2 other floors. If you wish to purchase items, go to the top floor. That's a little secret from one local to another.
For the tourists:
.....just be aware of your surroundings; don't clog up the store por favor :)
I really don't know if I'll come back here, but I probably will since it is in a convenient spot; however, I get REALLY claustrophobic when I'm in here. It's strange because other shops such as H&M don't give as much claustrophobia as this Forever 21...... -

Out of 4 coats of the same style 3 where damaged before even making it out of the store! enough said on quality! They were not even that cheap!
Return policy.. STORE CREDIT ONLY! Even if you return it with 14minutes nevermind 14 days! lame!
Crazy late opening hours is a plus! -

TOO PACKED! I need my personal space, especially when shopping, and I just can't stand how this place is always busy and disorganized. It's a big store with lots of stuff, but I always feel lost when I go here. On the other hand, I've bought some pretty decent clothes at this spot, so it's worth a visit if you're a Forever 21 fan. It's more of my irritability that gets the best of me at this store.

When I reminisce of '97-'98 when I would tag a long with my sister and want to be just like her. She would take me here and I wanted everything, I would try on about 20-30 pieces. Fast forward fourteen years later, what happened? Who is seriously designing this stuff? No I don't want freaking hello kitty print, a "I love Tokyo" (never been!), "Be happy" (I am), "I love rich boys" (gold digger?) , "I love cupcakes" (I mean I love them, but don't want to show the world i'm a fat ass),"Awesome" (Ugh, I know I am), and Choose Me (Ugh, desperate much?) shirts.
It became so tacky and cheap, but I do sometimes find low priced shirts, skirts, and dresses. Want to avoid all the teenagers and tourists? Take the elevator and go on weekends early and mid afternoon. Also, you can't get a full refund, only store credit, but it's so cheap it doesn't matter. Even though my favorite Forever 21 is the one in Miami at Dolphin Mall, I like this one, it's 3 floors.
Crazy things tend to happen at this location. Once a lady who lives in the lofts above XXI left her wash machine on and it flooded almost the entire store. They had to close for a couple of days because everything was soaked. Another day I walked by and a young, chubby man in a aqua colored speedo jumps to his death and people -- laugh? He was posing for pictures and all of a sudden jumps after people were screaming "Jump! Jump! Jump!", I was so traumatized!
Other than that, try to stay classy, XX1, sometimes your designs are sub par and I don't want to go up 3 floors to buy 2 items when I tried on 10, because I can never find anything these days! -

There are a few things that I MUST do when visiting the US. I'm talking about Trader Joe's, thrift stores, buying copious amounts of wine at obscenely low prices from places I would normally never go, and finally: visiting Forevs 21.
Enter this location, three floors of complete and utter chaos smack dab in the middle of a major SF tourist herding zone. This my friends is like a strategic exercise in combat training. Techno music blaring, pre-teens frantically throwing multiple sizes of the same top in your path, lines upon lines of women waiting for a coveted spot in the change room - there are obstacles everywhere.
But hear this, my one piece of advice: go in with purpose, like any seasoned vet would do. Create a timeline, grab a bag, hit each floor with a game-plan and you will, like me, walk out victorious. The perfect black dress, the cutest blue top, the surprisingly sweet and patient staff - this is the consummate Forever 21 experience.Listed in: Dressup!, From Vancouver to San…

Holy moly, didn't realize this Forever21 was open from 9:30AM-10PM today! Bless those girls who worked the fitting rooms. They really run around non-stop directing crazy girls with 20+ (no exaggeration) pieces of clothing to dressing rooms and picking up after sloppy piggies.
I only had 3 items, but it still took me a while to decide whether I thought the skinny jeans I tried on made me my thighs look fat or really fat. The jeans were only $10.50, but the world doesn't deserve the torture...now I just need to erase the image of me in them jeans/jeggings.
Anyway, 3 stars for Forever21 because even though this place is huge, it's also really busy. I mean, I knew what I was getting myself into by coming to this location, which is a 3 story flagship Forever21. First floor is always the craziest, with the second floor mellowing out since it's half the size of the first floor and the men's section takes up 50% of this space. Third floor has some selection of sales item towards the back register...also pretty mellow when I went there between 1:30PM-2PM.
Be prepared for long lines at the fitting rooms (yes, all three stories were BUSY BUSY BUSY) since people seem to grab a buuunch of things to try on. I was seriously one of the few people who had less than 10 items in my hands today. What gives?! The wait at the third floor registers wasn't that bad. The girl who helped me was really nice and patiently waited as I dug through my giant backpack for my tiny wallet. Also, while I was browsing on the 2nd floor, another girl acknowledged me and asked if I was finding everything OK. -

So my freind John said to go to Forever 21 to clothes for my sister and his niece. So we went together. he said this place is the best for recent fashion without high prices like Zara, etc. He also said it is more important becuase of the very knowlegable staff, specifically Natasha.
We shopped around and bought two full wardrobes each. I also bought a few things for myself.
Great place and the lines were not busy
I highly reccomend this place, even for older women too.
By the way John said Natasha is the best cashier ever. I think he likes her... -

This store gives me anxiety because it's packed with clothes, terribly loud and there are always way too many people shopping, but I am giving 4 stores since the prices are so decent and if you have a pretty good eye you'll likely find at least 1 cute item.

The upside: Trendy inexpensive clothes perfect for teens and twenty somethings. They won't last long. Three floors of fun.
The downside: The place is very dirty and the stock is not kept nicely. You will find things on the floor and in disarray. The store needs a new manager and to to hire more people if they are going to make it against the upscale Westfield mall close by. Just saying. Men's clothing is skimpy. No petite sizes. -

$4.50 for a pair of leggings, which come in pretty much every color imaginable.
How can you go wrong with $4.50 leggings?
Been putting off yoga because you don't have the clothes?...just keep in mind $4.50 leggings.
Wearing a too short skirt in the wrong weather?...just keep in mind - $4.50 leggings.
Need a comfortable outfit for bed?...just keep in mind - $4.50 leggings.
Forever 21 is always crazy. Their stuff is always hit or miss. And sometimes their stuff is just not all that cheap and just poor quality.
But I repeat...how can you go wrong with $4.50 for a pair of leggings?

Big store, bad shopping experience.
Store is too crowded and unorganized. They also are missing lots of sizes. Employees are not helpful either.
Yes, the clothes here are cheap and affordable but most of them fall apart within a few months. So spend a few extra bucks and get better quality and avoid this shopping nightmare. -
Review from Justine R.

I kinda hate myself for shopping at Forever 21. First of all, they give you those "John 3:16" shopping bags and I'm uncomfortable carrying them. It just rubs me the wrong way and I feel like I'm being used to spread their message. And then there's the many other questionable business practices, which really should make me avoid them entirely.
But I'm cheap and I'm also fickle, and Forever knows this about its customers. I don't feel too bad when a shirt falls apart or I clumsily spill something all over another garment, because I was going to get tired of it soon anyway. So begins the vicious cycle.
I'm really getting to the age where I should knock it off and start making more selections based on quality, but I figure I may be able to wear clothes with hearts and stars on them for a few more years. Yeah, probably not, but that's what I keep telling myself. -

3 FLOORS OF FOREVER 21 IS LIKE HEAVEN...literally.
I came here while visiting my family in SF. IT'S HUGE....when I first walked in, my eyes were crying in happiness. There was so much stuff that I couldn't decide where to start, that was probably one of my only problems of this location.
You'll most likely find your size here since it's massive.
And the prices are affordable for cute clothing.
I came here in the morning (around 10-11am) so it wasn't too busy, but I can imagine it getting pretty insane when it's in the afternoon. It is located in downtown full of other touristy people along with SF citizens.
ALSO they have huge change rooms, no waiting (: -

You get what you pay for. I bought a blouse there for $18 and it tore the first day I wore it.
When I tried to take it back, they wouldn't accept it. My takeaway from the experience: shoddy products, shoddy service. Next time I want cheap clothes I'll shop at a second-hand store. -

Love,Love, LoOoove XXI!
Nowhere else can you find such an amazing selection of accessories, jewelry, and clothes for such low prices! Most jewelry is $3.80 (amaaaazing!). It's all decent quality, I've never had anything fall apart on me and they have some really cool stuff.
This location is a bit crazy because it's right in the middle of tourist shopping zone, so it can be a bit overwhelming at times, but they do have three stories for you to explore. Definitely some goodies for amazing prices on those racks. The dressing rooms can be quite a wait so it may be best to avoid them on weekends. Ladies, if you have men shopping with you, fret not! They now have a men's section here!
The store is clean, staff is friendly, and their clothing is the best bang for the buck! I love a good bargain, especially when it comes to fun, comfy, and cute clothes. Definitely worth stopping in to this massive XXI! -

I love this store. They seem to be carrying more and more mens clothes, which is so totally good news for me. Their pants fit me great and they are usually under $30, which is the best deal on pants I've been able to find (unless you go to Goodwill, but that requires more time to sift through everything).

Go hard or go home? Apparently this Forever 21 is suuuuper going hard. Anyways this was one of the 1st 2 story ( it may be 3 stories ) I have ever been to. They had some really cute shit in here, clothes you wouldn't find in LA. MEANING the whole store was filled with ugly ass tribal print tanks or lady gaga shimmery shirts. I purchased some boots here along with this cute ass flannel. I was pretty surprised how stocked they are at this location.

I loved this Forever 21. I came here when I was 16, so at that time, this place was probably the best Forever 21 I've ever been to. I still think it's pretty cool. The building itself is really pretty. It's hard to believe that it's a Forever 21 store. Nonetheless, since it's in Union Square, a lot of the good stuff would probably gone within a day. And it does get a bit unorganized. But who cares? It's Forever 21. How can you not resist stopping by here?

I used to shop here pretty often. I mean who doesn't like cheap stuff right? But hey, the point is that the clothing style has changed over the years. Before I was able to find inexpensive, cute, wearable shirts, but not anymore... :(

Review from Lisa P.
Pleasanton, CA
Last week was my first and last visit to this store. They sell a bunch of cheap garbage and their service is horrible. The layout of the cashier area is crazy and it's just an awful place to be. I know some have mentioned their prices, but I'd say you are getting what you are paying for. I'm all about discounted clothes and am far from a brand snob, but this store sells clothes that is basically disposable. I actually went to look at their accessories moreso than the clothes, but this area too is set up so poorly that you can't even get to look at what they have unless you are willing to knock someone else out of the way first. And unfortunately, others are willing to do this. I say this from experience. Last thing......with a store of this size, certainly I expected more selection and inventory than my local small mall store. Nope. They actually had far less in their accessory department.
Very disappointing. I had hoped to find some stocking stuffers here. No luck and I was pushed and shoved during the process. -
Review from Lorrayne L.

Am I too old for this place now? Age-wise mayhaps, but apparently I still keep getting hit on by teenagers and 20 year-olds, so I suppose I still look young enough. No worries; whence the time comes and my wrinkles become more pronounced, or my assets start sagging, I shall cease my visitations to this store. Well, maybe I'll just move onto their new line for older women. Whatever.
I like Forever 21; it's one of my more favourite places to shop. However, they only get 4 stars because they no longer resemble the J-fashion that I so adore. It's not in style anymore, I serpose. Still, they continue to produce some gems here and there.
I walked in today amidst throngs of early holiday shoppers, old and young. The clothes didn't really excite me this go-around; they're more for skinny stick-like chicks. I am the opposite of a stick; the clothes end up looking funny on me. The crowds were nuts, and young kids ran back and forth, uncaring of others they bumped into in their hurries to the next rack. I could do without the crowds; I should go only on weekdays.
I did find a couple items that I wanted, but alas I talked myself out of purchasing them. So sad, really. Oh wells. Maybe they'll still have that furry vest and mini skirt when I return at a later date. One can only hope.
Overall, I like this store, and this is the biggest one in the Bay, outside of the new outlet store they just opened up in the Great Mall. But this one's closer to home for me. Maybe next time I'll go to the other one in the South Bay, as they carry the older womens' collection there. But word has it that the company just bought out the old Virgin Megastore, and that they'll be expanding their SF frontier with the new older womens' clothing line. If they do, I can't wait! -
Review from Ashley J.
This is the biggest Forever 21 I've ever been in. There's a huge selection (almost too huge).
If you go on a weekend, be prepared to wait at least 15 minutes in line for both check out and dressing room areas. Usually the dressing rooms on the upper floors are less crowded than the bottom floor. There's also a checkout on the 3rd floor which is usually not as crowded.
Prices are decent for most items, but their prices have definitely gone up in the past few years. There are some items there that are way more expensive then they should be, and I can find a better quality for the same price at a better store. Great place to find the latest trends for cheap, and wonderful for the basics.
I'd prefer to get my shoes, jeans, and any other classic closet items at places that are known more for their quality. -

Their customer service is awful and they dont stand behind their products.
Also dont let them fool you all of their products are made in China.
