Like Charlotte, I visited Candy's to buy a mask for the Elite Masquerade event*. The store has an amazing selection for costumes and all of the related accessories.
I perused the store to notice their assortment of costume makeup (Ben Nye theatrical makeup, Cryolan, clown paint, etc.), as well as the creepier aspects of costumes like fake blood, vampire teeth and zombie contact lenses.
The staff was very helpful despite being inundated with teenaged shoppers hunting for Halloween costumes. I purchased a plain glittery cat eye masque and embellished it on my own with pearls and ribbon from the local craft store.
All in all, Candy's is easily one of the best places in Toronto to get all your costume needs.

So I decided to come here to find my last minute mask for the Elite party at Bar Vespa (like literally the afternoon of the event) and wound up at Candy's Costume Shop.
The website was an excellent source of information for the masks as I could see what they had and the prices - this gave me an idea of what type of mask I wanted for the party (with feathers, without, V for Vendetta type, Phantom of Opera, Venetian, etc...)
Candy's is an unassuming corner store and when I entered, it was small and crammed with masks, hats, costumes and everything one needs for Halloween and/or costume themed parties. I can imagine being very scared here if I was accidentally locked up at night as some of the hats were FREAKY (think the talking hat from Harry Potter).
Masks are near the entrance and there is a large mirror for you to try an assortment. The more expensive masks are behind the checkout counter so you have to ask someone to try. However, I found a cute Butterfly mask for $7 and all the ones I tried were made in Italy!
Towards the end of the shop, there are costumes, accessories, knickknacks, and trinkets. One could get their entire outfit here - I overheard one sales associates asking the guest if she had the "gloves, the cape, the tights, the ring, etc..." The staff here are very knowledgeable and also know how to sell!
All in all, for anyone who has yet to get their last-minute costume and/or accessories for Halloween, then this store would be worth a shot. As I said, the website is a great source to do your research as they have lots of pictures and ideas, plus price points.
