This is a family owned looking place with charm.
The tea service for two was plenty for four of us.
Mini sandwiches, pastries, cakes, fruits,,,and tea of course.
and they bring out truffle at the end. I thought it'll be a bunch small chocolates but it was a parfait looking dessert.

Probably a lot cheaper and more casual than the Empress here but it was a very neat experience.
The place and people there reminded me of my husband's grandma (English) and her house.

Having been to two other afternoon teas during my stay in Canada, all I can say about this place is eh. I heard that this place was one of the highest rated in Victoria and was even recommended in the Victoria Guide Book (I know, I know, it's a source for tourist traps, but it also recommended the White Heather Tea Room which I loved), but the moment I stepped into the restaurant and looked at the menu, I was  unimpressed. The decor was old country style and definitely not the elegant and dainty tea setting that I was used to. The menu provided meals like any other little diner restaurant and afternoon tea was not its primary niche. They had the basic teas to choose from, but nothing unique at all.  I tried to keep my hopes high, thinking to myself, "Hey, the setting doesn't matter as long as the food is as great as I've heard!"
The place was pretty busy and our waitress seemed flustered. We waited a long time just to get our orders down (even though we placed reservations hours ahead for our afternoon tea) and waited even longer to get our food.
The two orders of afternoon tea came out on one plate and I was instantly underwhelmed by how much we got for $42 ($21 for each order). The sandwich flavors were alright, but the bread made it too dry to enjoy. The scone was tasty but more like a biscuit. The crumpets were very good, but the pecan tartlet was a big, gooey mess. It was literally too liquidy to eat. The sausage roll was gross and the quiches were forgettable. The best things were by far the crumpets, the delicious, melt-in-your mouth chocolate cake, and the spicy carrot cake.
After our almost-completely absent waitress gave us our bill and we were about to leave, I looked at the afternoon tea on the menu again and realized that we didn't get the classic English trifle it mentions in its description!
Food was edible and had a few highlights, but it was overall a complete bummer. For a true English afternoon tea experience, avoid this place and spend the $21 at the White Heather Tea Room located a few blocks down.

Quaint old Victoria style tea house. Reasonably priced, large scones with tea!  Oldest building in Oak Bay.
